In September 2007 it was announced that the 2nd Fort Minor project will be a collaboration album between Shinoda and New York MC Ill Bill titled "The Mad Prophets" to be released in winter 2008 on Machine Shop Records and Uncle Howie Records.

Actually, Mike being a guest on Ill Bill's The Hour of Reprisal album is a VERY credible rumor. However, the song title/association with FM is probably false.

Mike should have said something about producing Ill Bill's THoR. From what I know, the album will be out this 17th June and Mike's fans have absolutely no idea of what's going on.

With those details, I kinda believe this is true, and wiki even reported that Mike will be guest vocal on this album. However, the FM 2 thingy is just false I think, Mike himself said he has no plan yet.
